SCQF & International ESOL – How the Frameworks Relate

In addition to CEFR (A1–C2), learners may encounter references to the SCQF — the Scottish Credit and Qualifications Framework. SCQF is a national framework used in Scotland to describe the level of learning, while CEFR describes English language proficiency.

What is SCQF?

  • SCQF contains 12 levels, from introductory learning (Level 1) to doctoral level (Level 12).
  • It helps learners and employers understand the complexity and demand of learning.
  • SCQF does not replace CEFR or award English qualifications.
  • English language ability for ESOL remains described using CEFR bands.

SCQF Levels – Overview

  • Levels 1–3: Introductory / foundation learning
  • Levels 4–6: School and vocational level learning
  • Levels 7–8: Advanced school / college level
  • Levels 9–12: Higher education (degree to doctorate)

CEFR (ESOL) and SCQF – Indicative Guidance

International ESOL qualifications are aligned to CEFR A1–C2. In Scotland, ESOL learning is sometimes also described using SCQF levels. The table below provides learner-friendly guidance only and is not a formal equivalence.

CEFR Level Typical English Ability Common SCQF ESOL Course Range*
A1 Basic phrases and simple communication SCQF Level 2
A2 Everyday language for routine situations SCQF Level 3
B1 Independent use in work and study contexts SCQF Level 4
B2 Confident professional and academic communication SCQF Level 5
C1 Advanced academic and professional proficiency SCQF Level 6
C2 Near-native command of English Varies by qualification specification

*Indicative guidance only. SCQF references describe learning level, not formal equivalence or certification outcome.

Online English Exams

SCQF Online English exam arrangements are coordinated through Estudyquals. Learners and collaborttors should contact us to discuss eligibility, exam format, session availability, and approved delivery options.

Certification Awarded After Successful Assessment

Upon successful completion of the English language assessment, learners receive an official ESOL certificate issued by the relevant awarding body, confirming their achieved CEFR level (A1–C2).

Where applicable, the achievement may also be referenced against the Scottish Credit and Qualifications Framework (SCQF) to indicate the level of learning completed. This supports understanding of progression, study pathways, and professional use of the qualification.

Note: SCQF provides a framework for describing learning levels. Certification is awarded by the designated awarding body in accordance with its assessment and quality assurance procedures.
